Abstract

Tulisan bertujuan mengkaji perspektif peningkatan kualitas Sumber Daya Manusia (SDM) di Provinsi Nusa Tenggara Barat (NTB). Analisis dilakukan secara deskriptif analitik dengan menggunakan data Susenas tahun 1996-2008. Hasil analisis menunjukkan bahwa (i) Proporsi rumah tangga yang tidak tahan pangan di NTB secara agregat, daerah perkotaan maupun perdesaan relatif tinggi dan tidak menunjukkan penurunan yang signifikan selama 1996-2008. Oleh karena itu program peningkatan ketahanan pangan di NTB dan upaya penurunan proporsi penduduk tidak tahan pangan sangat diperlukan. Penerapan inovasi teknologi pertanian diharapkan mampu meningkatkan produktivitas, produksi, pendapatan dan akses pangan rumah tangga; (ii) Konsumsi pangan sumber protein di NTB secara agregat melebihi standar kecukupan namun tingkat konsumsi protein hewani lebih rendah dari rekomendasi. NTB merupakan wilayah pengembangan peternakan, maka upaya pengembangan peternakan diharapkan mampu meningkatkan ketersediaan pangan hasil ternak, dan peningkatan pendapatan rumah tangga. Peningkatan pendapatan rumah tangga akan meningkatkan akses dan konsumsi protein hewani serta ketahanan pangan rumah tangga, sehingga dapat meningkatkan kualitas SDM.Hasil kajian ini menyarankan pentingnya pengembangan pertanian sesuai dengan potensi wilayah setempat untuk meningkatkan ketersediaan bahan pangan di tingkat wilayah, meningkatkan akses dan konsumsi pangan rumah tangga, dan pada gilirannya mampu meningkatkan kualitas SDM.Paper aims to examine perspective of improving the quality of Human Resources (HR) in West Nusa Tenggara (NTB). Analytic descriptive analysis was performed by using SUSENAS data year 1996-2008. The results showed that proportion of households food insecure in NTB in the aggregate, urban and rural areas is relatively high and not decline significantlyduring 1996-2008. Therefore, food security enhancement program in NTB and efforts to reduce the proportion of food insecure population is necessary. Application of agricultural technology innovation is expected to increase productivity, production, income and household food access. Consumption of food sources of protein in the aggregate NTB adequacy standards have been exceeded but the level of animal protein consumption is lower than recommendations. NTB was livestock development area, then efforts to increase food availability in the NTB is expected to increase food availability for livestock products, increase household income so that accessto and consumption of animal food products can be improved.The increase in household income will increase access and consumption of animal protein as well as household food security and in turn can improve the quality of human resources. The results of this study suggest the importance of agricultural development in accordance with the local potential for increasing food availability at regional level, improving access and household food consumption and in turn can improve the quality of human resources.
